Saw someone using something similar to this and it got me thinking and this is my version.
Ebon Duster
Ranger/Dervish
Level: 20
Expertise: 12 (10+2)
Marksmanship: 14 (12+2)
Wilderness Survival: 9 (8+1)
Earth Prayers: 2
Wind Prayers: 1
Apply Poison (Wilderness Survival)
Ebon Dust Aura [Elite] (Earth Prayers)
Savage Shot (Marksmanship)
Distracting Shot (Expertise)
Natural Stride (Wilderness Survival)
Harrier's Grasp (Wind Prayers)
Troll Unguent (Wilderness Survival)
Resurrection Signet
How the build works. Keep apply and ebon dust up at all times. when you want to place blind on someone use savage shot since it recharges quickly and will interrupt their action at the same time. When needed, use harrier's grasp as well and cripple your moving targets as well. Works well in 8v8 as melee hate and in split situations.

i play a similar ranger at arenas, with and without Harrier's Grasp , i find mana is usually a problem, but nevertheless ebon dust rangers are really cool to play and effective also.
actually i think we will even to try to run one at gvg ( we run a heavy conditions build) cost avatar of grenth`s derv are actually a big issue at this time

I guess cause the main role of the build is to poision, blind and cripple, not do damage. I'd just drop markmanship to 13 or 12, bump expertise to 13, which is a good breakpoint for expertise. Makes your 15e skill cost 7 and your 5e skills cost 2. Then add the remaining points to wind prayers to lengthen the cripple a bit.
EDIT: You might want to replace either Savage or Distracting shot with Needling Shot/Crossfire. You lose an interupt, but you get a cheaper spam skill to apply blinding. Spamming savage shot would be energy intensive.

If used in PvE, then I would suggest Crossfire be used over Called Shot. Even in PvP, crossfire is still a strong skill to consider since the bonus is very easy to meet.

If you want damage, sure. But Whirling Defense is so annoying, and Kournan Bowmen aren't the only foes using block/evasion.
How about this? In PvE, arrange bar according to situation. Ie. if there aren't fleshy creatures, don't run a Apply Poison.
So on and so forth.

I would put either Called Shot / Crossfire in there for a non-Block/Evade-able attack skill. 13 Expertise would be a better breakpoint than 12.

People with 16 Marksmanship with choking gas and that is mainly to interrupt the crap out of casters.
I'd say Called Shot over Crossfire for the purpose of this. An ally been adjacent is indeed easy to meet. But that doesn't make the arrow itself move faster. An unblockable/evadable arrow moving 3x faster than normal is pretty difficult to dodge.
